Sandy Springs residents will have an
opportunity to hear first hand about the proposed Fulton County Year 2000 Budget at the
December 6th forum sponsored by the Sandy Springs Civic Roundtable. This is an
especially important meeting since the County is projecting a shortfall. Our panel of
Commissioners representing Sandy Springs and County Staff will address budget issues of
concern to Sandy Springs:

Research by NASA scientists, the University of Georgia,
American Forests and others shows that the 13-county metro Atlanta area lost about 190,000
acres of tree canopy from 1988 to 1998 (about 50 acres per day). As a result, metropolitan
urban heat islands are growing larger and hotter, reaching as much as 12 degrees F hotter
than surrounding countryside. Lawrence Berkeley National Laboratories studies show
that for each 1 degree F rise in summer temperatures, the risk of smog formation increases
by 3% or more.
As NASA satellite imagery shows, Sandy Springs has the only significant remaining tree
canopy in the North Atlanta area south of the Chattahoochee River! And that which remains
is under assault by increasingly higher density in-fill housing and constantly encroaching
commercial development.
Come see with your own eyes, what an alarming change has taken place over just a few
years. Our Cool Communities presenter, Lucy Griggs will talk to us about the strategies
that can be applied by planners and other decision-makers to mitigate air quality
degradation, improve water quality, and reduce storm water runoff. Envision how these same
strategies can restore an inviting and pleasant environment within our neglected
commercial areas and preserve what remains of the superior quality of life that our
neighborhoods afford.
Also on this program, the Fulton County Tree
Ordinance...
In addition to Lucy's presentation, a Fulton County representative will talk to us about
the Fulton County Tree Ordinance. The final draft of the proposed Tree Ordinance is
available on the Fulton County web site at http://www.fultonecd.org/environ.htm. You will
need Adobe Acrobat reader installed on your web browser to download. You can request a
written copy from the Fulton Environment and Community Development Department.
The goal of this tree ordinance is to give developers and home builders incentives to save
more trees by increasing allowable tree credits. It also looks at tree banking, or a tree
fund as an alternatives when a site does not have the space to satisfy the required tree
density.
Staff is requesting that all written comments on the proposed document be submitted to the
Department of Environment and Community Development by October 15th, 1999.

Transportation issues are all too familiar in Sandy
Springs. Through the focused efforts of Sandy Springs Revitalization, the Sandy
Springs Business Association, and neighborhood associations and civic groups, many local
transportation priorities and concerns have been identified. Where and how will they
fit into the Fulton County Comprehensive Transportation Plan? How does the Fulton
County Plan fit in with the regional picture?

the Fulton County Comprehensive Transportation Plan will lead the presentation.

Come listen as they walk us through the planning process,
and lay the groundwork for receiving public input during the Goals and Objectives Phase of
this 12 to 15 month project. Bring your questions and comments for discussion during
the Q&A session following the presentation -- written comments are encouraged, and may

Public Forum on Natural Gas
Deregulation

On August 11, 1999, Atlanta Gas Light Co. customers who
have not selected another gas supplier will be assigned one by the Georgia Public Service
Commission. As of May 1st, 50 percent of AGL's Georgia customers had switched to other
providers. That leaves over 700,000 AGL customers who have not made a choice for one
reason or another.
Thirteen PSC-certified natural gas marketing companies are currently selling gas to
Georgia customers. Competition among the gas marketers is expected to heat up during the
remaining two months in order to increase market share.
Join us along with the honorable Bobby Baker of the Public Service Commission and
representatives of the various Natural Gas Marketing companies for a presentation and
public forum on this timely subject. Come hear what you and your neighbors should know
about selecting the natural gas provider with the best terms for your situation. Learn
what your options are if you later determine that more favorable terms are available
elsewhere.

Sandy Springs residents will have an

since the County is projecting an $85 million deficit in the general budget and a $9
million deficit in the special services district budget. These deficits can only be
remedied through budget cuts or property tax increases or a combination of both. A

The seven-member Fulton County Board of
Commissioners elected in November of 1998 will serve Sandy Springs for four years, and
will be responsible for making decisions that will affect the future of Sandy Springs well
into the next century.
On October 13th, the Sandy Springs Civic Roundtable will moderate a candidate forum
focusing on the contested District 1 and 2 commission seats, which are both at-large
districts elected county-wide. In District 1, Mike Kenn (Republican) is running against
Eldrin Bell (Democrat) for the position being vacated by Chairman Mitch Skandalakis. In
District 2, Roger Wise (Republican) is running against Karen Webster (Democrat) for the
position being vacated by Gordon Joyner.
Prior to the start of the forum, we will elect the new officers for the Roundtable for the
term 1998-2000.
The meeting is open to the public. The program will start at 7:30 PM, and will end at 9:00
PM. Please plan to come early to meet and greet other Civic Roundtable members. Feel free

serve a two-year term 1998-2000. The Nominating Committee has recommended a slate of
candidates for the five Officer positions prescribed in the By-Laws. You may nominate a
candidate by calling Hans von Spakovsky at 404-851-9678 before 9:00 PM on October 9th.
Nominations from the floor will also be accepted. If you will be unable to attend the
meeting on October 13th, and you wish to vote in advance, please call Hans before October

"CHARTER FOR A NEW CITY"

A Charter Commission composed of citizens
from throughout Sandy Springs has been studying the options for self-government that might
be best suited to the needs of a future City of Sandy Springs. According to Oliver
Porter, Chairman of the Charter Commission, "A great deal of work has gone into
constructing a Charter that will give citizens of the new city the maximum access to local
government, coupled with efficient administration."
The draft Charter proposes a hybrid form of
government, combining the best features of both the "strong mayor" and
"city-manager-council" formats. In selecting this structure, the commission
seeks to combine leadership having a high degree of accountability and access to the
voters, with the experience and efficiency that is available through strong professional
management. The next step for the Charter Commission is to obtain maximum public
involvement in the Charter progress by inviting input at the February 19th Public Hearing.
