Sandy
Springs Overlay
District Sandy Springs Revitalization
was instrumental in the creation of the Sandy Springs Zoning Overlay
District, which establishes more refined requirements than specified
in the Fulton County Zoning Resolution, for new and substantial redevelopment
of properties in the heart of Sandy Springs. The

with the entire Fulton County zoning resultion. The overlay area encompasses
6-square miles, primarily the commerical areas of Sandy Springs along
Roswell Road from the Atlanta city limits to the Chattahoochee River.
The overlay's purpose is to create
a greater coherence and a sense of community throughout the overlay
district as recommended by the 1993 Sandy Springs Revitalization
Plan, with requirements for streetscape, landscape, architecture,
lighting and signage among others. The overlay also permits innovative
development to help make Sandy Springs a more desirable place to live,
work and shop. Since the overlay district
was adopted by the Fulton County Board of Commissioners in 1998, private
developers have installed more than 9,000 feet of streetscape in
residential and commercial properties in both new and renovation projects.
The installations include more than 100 new pedestrian streetlights
and represent an investment of more than $1 million in Sandy Springs. Applicants seeking land disturbance
permits, building permits, sign permits or variances go through a three-step
process to determine if they conform to overlay district requirements.
Applications are first review by the Sandy
Springs Design Review Board and next by the Fulton County Community
Zoning Board. Applicants then go before the Fulton County Board of Commissioners
for final approval. Amendments to the overlay
district made in May 2002 encourage developers to incorporate the key
Livable Sandy Springs Plan concepts such as a town center,
pedestrian friendly connectivity and open space into projects. The
overlay calls for:
- Projects to be built closer to the
street in the village center
- Reduced parking requirements to discourage
vast expanses of concrete typical of strip-style development
- Parking decks that look like buildings
from the street with electric vehicle charging stations
- Inclusion of gathering places such
as parks, plazas, patios, and fountains
