Proposals wanted for TAD Projects

Sandy
Springs TAD Approved (December
2003) A Tax Allocation District for Sandy Springs was approved Thursday,
Dec. 11 by the Fulton County Board of Education. The TAD will be used
to help jump-start redevelopment of the aging Roswell Road business
corridor though traffic and improvement projects. "We are very pleased
that the board of education recognized the benefits of this TAD and
voted in line with the wishes of the constituents of this community,"
said Jim Anderson, a board member of Sandy Springs Revitalization, Inc,
the sponsoring organization. The board voted 4 to 3 in favor of the
proposal. Gail Dean and Julia Bernath, who represent Sandy Springs,
supported the measure. Vice Chair Zenda Bowie of south Fulton and Ron
Jackson of north Fulton also voted in favor. Sandy
Springs TAD gets Unanimous Support (November
2003) The Fulton County Board of Commissioners unanimously approved
the Sandy Springs Tax Allocation District on Wednesday, Nov. 19. The
vote was 7 to 0. The TAD was proposed to address traffic congestion
and draw quality retail, restaurants, office space and jobs to the commercial
corridor of Sandy Springs. The proposal also needs to be approved by
the Fulton County Board of Education. The measure is expected to be
considered by the board of education on December 11. SSRI
puts forward TAD proposal to benefit Sandy Springs (July
2003) The board of directors for Sandy Springs Revitalization, Inc.
is proposing a Tax Allocation District, or a TAD, for Sandy Springs
in an effort to make the Roswell Road business district more attractive
to quality businesses and shoppers and improve the overall value and
safety of Sandy Springs.
After considering alternative funding mechanisms, the volunteer board
of directors believes a TAD is the best vehicle available to address
traffic congestion and draw quality retail, restaurants, office space
and jobs to the commercial corridor of Sandy Springs. The
effort to establish a TAD is being driven by widespread business and
residential concern over a decline in the commercial district and the
presence of a number of marginal businesses in the district. A TAD would
allow Sandy Springs to keep a small portion of property taxes generated
here, to be spent on community improvement efforts in Sandy Springs.
A TAD is not a tax increase. Instead, it puts aside the future growth
on properties only with in the TAD district to be spent on improving
the TAD district. The Sandy Springs TAD would allocate the growth on
less than 1 percent of the overall Fulton County taxable property value
toward community improvement initiatives and would draw matching federal
dollars.
SSRI and the board of directors for the Sandy Springs Business Association
have unanimously approved the TAD proposal. The new TAD proposal has
been revised to reflect a smaller geographical area than a proposal
put forth in 2002. The proposed tax allocation district centers along
the Roswell Road business corridor, from the Atlanta city limits north
to Trowbridge Road.
The revised TAD proposal was developed through input from a broad array
of civic organizations, interested parties, and elected officials and
represents the only comprehensive plan put forth to improve the quality
of the commercial district and thereby protect the adjacent residential
neighborhoods. The
TAD proposal must be approved by the Fulton County Board of Education
and the Fulton County Board of Commissioners. Community support is vital
to getting the TAD passed for the benefit of all of Sandy Springs. SSRI
plans to hold community meetings to discuss the TAD proposal with neighborhoods,
businesses and civic organizations during the summer and fall months
